This is certainly a clean work of art. The form, color, and organization of the effects and layers of it get the point across that because she's named after toothpaste, her teeth are always the brightest white, and I can tell that from the sparkle on her teeth. I gotta love the shading, too. It's dramatic, yet not so dramatic that it makes it look like a sad and forgotten memory, but it's a great lighting shade that highlights the main character in a way that says "Look at me, and how awesome I am." The lines are clear and smooth, and make the character pop out as the spotlight above shines down upon her. It's almost like everypony in Ponyville came to a theater just to see her flash her pearly whites. You did an amazing job, and you definitely deserve the highest rating. However, there is always room for improvement. The only things I can really focus on that could make this any better would be to make her hair a little less shiny, and the spotlight should slightly overlap her to better enforce a sort-of "cone" lighting effect that most other artwork that uses a spotlight to highlight a character does.
